Cottonwood Creek Partners LLC, an investment entity managed by The Terrill Company, has purchased a 38 acre commercial site on Interstate 580 in Livermore. The property, which is part of the El Charro Specific Plan Area recently approved by the City of Livermore, is the eastern-most site of the commercially-zoned area along Freisman Road, just off El Charro Road on the south side of Interstate 580.
The Terrill Company has been working on the project for over two years, while under option contract with the seller, Children’s Hospital and Research Center Foundation of Oakland. Children’s Hospital was originally gifted a majority interest in the property from the Freisman family, who operated a dairy on the property for decades from the 1940’s through the 1970’s. The property has been used for cattle grazing since the dairy operation was closed.
The Terrill Company, through its principal Tom Terrill, has been involved with land development in the Tri-Valley and around the East Bay for over thirty years. The Terrill Company specializes in purchasing and developing properties with significant development challenges. Typical Terrill Company projects require expertise in resolving zoning, environmental, permitting, and infrastructure issues. The Freisman acquisition incorporated all of these. Extensive work with federal and regional resource agencies was required to ensure the project complied with environmental and biological standards, on issues spanning groundwater quality, protection of endangered species, and flood control. Terrill worked closely with City of Livermore Planning and Engineering staff to ensure compliance with the City’s scenic corridor development limitations, and to provide for extensive infrastructure improvements required to bring access and utilities to the new development.
As part of the El Charro Specific Plan Area, the property is joined with other properties totaling over 250 acres of commercial development property. The ECSP includes the proposed Prime Retail development, along with four other developments. Cottonwood Creek has submitted preliminary development plans for Crosswinds Church on the site. This project, once ultimately approved, will allow Crosswinds Church to build a new sanctuary and other facilities on the property.
